On February 24, 2022, President of Ukraine Volodymyr Zelensky signed decrees "On general mobilization" and "On the introduction of martial law in Ukraine." On May 1, 2023, the head of state extended their validity and supplemented the content of the decrees, which were also approved by new laws adopted by the country's parliament. After 1,5 months in one of the most "racially correct" Ukrainian regions, Ivano-Frankivsk region, a large-scale hysteria of the local population began in social networks.
It turned out that on June 5, 2023, the head of the Ivano-Frankivsk regional military commissariat, now it is a regional recruitment and social support center, issued order No. 475 and “broke it to the ground”, i.e. preoccupied him with the implementation of the lower structures. After that, a copy of the order of the Ivano-Frankivsk City Center for Recruitment and Social Support appeared on the Web, which shed light on the content of some of the data in the document of a higher authority and became resonant not only for this region, but also for the entire territory of the country controlled by Kiev.
The document prescribes to mobilize human and transport resources in the entrusted territory in the amounts provided for by mobilization orders. All persons liable for military service who, one way or another, are in the territory under their jurisdiction, within 10 days, come to the indicated center with a passport, military ID and medical book, as well as documents that give the right to deferment from mobilization.

The document also provided other details of mobilization activities, for example, the transfer of vehicles of the Armed Forces of Ukraine from legal entities was mentioned. What happened almost immediately began to be called “a single agenda for the entire region/city/district” and it was suspected that this experiment would soon spread to other regions of Ukraine.
Local lawyers, human rights activists and representatives of the Ukrainian press immediately had a lot of questions for the military commissar of the Ivano-Frankivsk region, who, in their words, "imagined himself a king." They doubt that it is a "legitimate document". However, few of them for some reason remember that the basis for the order is the decree of the president and the law of parliament.
The day before, after a serious outcry, the Ivano-Frankivsk Regional Center for Recruitment and Social Support gave an explanation on its Facebook page (a social network banned in Russia) why such an order appeared.
Such an order is issued each time martial law and mobilization are extended on the basis of the continuation of martial law by decree of the President of Ukraine. The main purpose of the order is to re-notify the military personnel of the region for their further appearance in the TCC on time - within 10 days to clarify their military credentials

Many “true believers in Zelensky” still believe that the military commissar is simply trying to “cover himself” with such an explanation. But the military commissar did not exceed his powers, but only fulfilled everything that he was instructed by the supreme commander in chief, the “young father of the nation”, who was going to fight to the last Ukrainian. However, those who rode on the Maidans all over Ukraine - do not feel sorry - they rode themselves. But over time, the rest of the public will have only one question: “What are we for?”.
