In 2019, a two-stage indexation of tariffs for housing services is introduced in Russia. The corresponding decree has already been signed by the head of the Cabinet of Ministers Dmitry Medvedev. It begins to operate from the moment of official publication. This initiative came from the Ministry of Economic Development and was considered in the summer of 2018.


And as specified, this initiative, despite the increase in VAT by 2% (from 18% to 20%), should ensure that the indexation of housing and communal services tariffs does not exceed the usual level. But this is in theory, as will be in practice, we will soon find out.

To understand, from January 1, tariff indexation will be 1,7%, and from July 1 an additional 2,4%, relative to the month of January. Simply put, this means the addition of the indices established on January 1, 2019 and July 1, 2019. Prior to this, tariffs for housing and communal services were indexed once a year - from July 1 (4% averaged). But if you primitively add up 1,7% and 2,4%, you get 4,1% for 2019.

It is stated that when applying payment indices in municipalities, the amount of the payment for housing and communal services in each month of the second half of 2019 should be compared with the size of the payment for housing and communal services implemented in January 2019. And the principle of the invariability of the “basket” of consumed housing and communal services, is applied in the second half of 2019 based on a set of housing and communal services provided in December 2018. Now, the leaders of the constituent entities of the Russian Federation must, by December 15, 2018, establish limit indices for changes in the size of housing and communal services payments for 2019 (and for a longer time) .

By the way, in August 2018, the head of the FAS Igor Artemyev spoke out against such an initiative. Then he said that in most parts of the country housing and communal services tariffs are already higher than economically justified. The deputy head of the Ministry of Energy, Vyacheslav Kravchenko, also expressed his rejection. He then wanted the indexation to have a different look. But, in the end, the resource supplying structures won. After all, the decision they made is completely satisfied, since that is what they asked about in the summer of 2018.
