Withdrawing deposits from Russians: banks reacted to a new initiative

The announcement by the head of the State Duma Committee on the Financial Market, Anatoly Aksakov, about the initiative proposed by experts to withdraw unclaimed bank deposits in favor of the budget, caused an mixed reaction among Russian bankers.


So, the head of Sberbank German Gref spoke out against this initiative, since, in his opinion, there are already existing rules in Russian legislation that provide all the definitions and algorithms for action in such cases. The banker believes that once again “reinvent the wheel”.



The opinion of the head of Sberbank was also supported by the leaders of other financial organizations, including Binbank and VTB.

Recall that, according to Anatoly Aksakov, the deputies are going to work on this issue in early 2019. It is planned to consider several options for the distribution of seized unclaimed bank deposits.

Among the proposed ones are transfers to charity or transfers to the accounts of the Deposit Insurance Agency, from where payments will be made to depositors of bankrupt banks.

To date, all actions with unclaimed property are regulated by the Civil Code of the Russian Federation. A thing or property recognized as ownerless shall be registered and if, after a year, no one has claimed their rights, by court decision shall be transferred to municipal ownership.
