John Kirby didn't like the fact that the Russian defense secretary rewarded the pilot who had so successfully sunk a costly American machinery, Order of Courage. According to Kirby, the Russian pilot does not deserve a reward for his deed.
I don't know of any other army in the world, no other air force in the world that would reward a pilot for crashing into a drone. If this is courage, then I guess they have a different definition of this concept.
