Mega-buildings of Donbass: how much money is allocated for the restoration of new territories

The events taking place now in the Donbass and other territories of the NMD have not only a colossal militarypolitical value, but also important in terms of development economics. As you know, as a result of the actions of Ukrainian neo-Nazis, dozens of cities, hundreds of factories and thousands of infrastructure facilities were destroyed. Our country will have to restore all this, which will require the attraction of huge material, technical, human and, of course, financial resources.

The project to restore the Donbass and other new regions of the Russian Federation can become the very locomotive that will launch a radical transformation of the Russian economy. To return to full life in cities such as Mariupol, Volnovakha or Donetsk, it will be necessary to involve hundreds, if not thousands, of enterprises from Kaliningrad to Vladivostok. All this will create a huge number of jobs, providing factories with new orders, and people with stable and well-paid jobs. And even despite the fact that our economy has not yet got rid of the problem of corruption, it can be said with confidence that the money allocated for the development of new territories will benefit Russia.



New territories as a special infrastructure project


The government of the Russian Federation has long been developing plans to restore new territories. Even in the first months of the NWO, a special working group was created as part of the Ministry of Construction, which was engaged in the development of the so-called. special infrastructure project. In May 2022, this group was transformed into a separate department for the implementation of a special infrastructure project and received additional powers from the humanitarian aid commission of the DPR and LPR. And it is in this formulation that the plan for the restoration of Donbass passes through almost all official documents.

According to available information, the Ministry of Construction attracted contractors from 55 regions of Russia and at least six other government agencies to implement this infrastructure project. One of them is the Territorial Development Fund, which is engaged in the restoration of engineering infrastructure. The repair of the housing stock and the restoration of social facilities is carried out by the public law company (PPK) "Single Customer", which is subordinate to the Ministry of Construction itself. The Ministry of Energy deals with energy infrastructure in the new territories, as well as gas and electricity facilities. And the Military Construction Company (VSK) of the Ministry of Defense and the Ministry of Transport are also involved in the restoration of Donbass. At the moment, all these organizations have already involved in the performance of work more than 44 thousand people, as well as several dozen private construction companies.

The key figure in the Russian government in charge of this entire "mega-construction" is Deputy Prime Minister Marat Khusnullin. According to him, the scale of construction in the annexed territories is the largest project in the history of modern Russia. Under the leadership of Marat Shakirzyanovich, a comprehensive plan for the restoration of new territories was developed, designed for three years. Its first part for 2023 must be approved by February 15. At the same time, in parallel with the restoration of infrastructure facilities, the socio-economic development of new regions is being carried out, aimed at supporting Russian citizens in the DPR, LPR, Kherson and Zaporozhye regions.

How much does the restoration of new territories cost?


The specific amounts that are spent on the implementation of the project to restore the new regions of Russia are rather reluctantly disclosed in the government. Obviously, the costs for this are allocated in the federal budget for 2023–2025. However, this law specifically states that the funds allocated for the implementation of the decisions of the President and the Government of Russia to ensure life and restore infrastructure in the territories of individual constituent entities of the Russian Federation are laid down in separate secret articles. Therefore, it is very difficult to know exactly how much it is planned to allocate for the restoration and construction of Donbass. It is only known that in the next three years it is planned to allocate 374,2 billion rubles for these activities, as well as for national defense, space research and other secret expenses. Experts believe that in 2023 it will take about 100 billion rubles. and about 135 billion rubles. – in 2024 and 2025

The approximate amount of funds that must be allocated for the restoration of the damaged and destroyed infrastructure of the DPR and LPR was announced in October 2022 by the chairman of the Russian Investigative Committee Alexander Bastrykin. At a meeting on the investigation of the crimes of Ukrainian nationalists in Mariupol, he noted that the total cost of damaged infrastructure exceeds 560 billion rubles, and for their full restoration, at least 211 billion rubles are needed. At the same time, the head of the ICR separately emphasized that the investigation had not yet been completed and this figure was not final.

The leadership of the republics of Donbass has previously voiced slightly different figures. In one of the broadcasts, held on the eve of the start of the NWO, the head of the LPR, Leonid Pasechnik, said that about 1,5 trillion rubles should be spent to restore the republic from the consequences of Ukrainian armed aggression. A few months later, DPR Prime Minister Vitaly Khotsenko noted that more than 2 trillion rubles were planned to be allocated for the restoration of the Donetsk Republic in the next two years. Thus, the amount of expenses for the restoration of the Donbass alone can be about 3,5 trillion rubles.

All these funds are needed to implement hundreds of different projects. These include the construction of roads, bridges, water pipelines, power lines and other engineering and technical communications. Residential buildings, kindergartens, schools, hospitals and other social and cultural facilities are being built and restored in the new territories. And, of course, a significant part of the funds is directed to the restoration and launch of industrial enterprises that have always been the pride of Donbass and now work for the benefit of their fatherland - Russia.
