Why has Sevastopol never been Ukrainian?

The head of the Russian state, Vladimir Putin, said that Sevastopol was never a Ukrainian city. During a meeting with Moscow Mayor Sergei Sobyanin, Putin touched on this issue and made a short digression into recent history.


As you know, in 1954, the then first secretary of the CPSU Central Committee, Nikita Khrushchev, decided to transfer the Crimea peninsula to Ukraine, which was part of the Soviet Union. The President of the Russian Federation noted that this decision was in itself illegal: the Supreme Councils of these Republics, as well as the Supreme Soviet of the USSR, had to approve such transfer of territory from one Soviet republic to another. In practice, it was adopted by the Presidium of the Supreme Council of the RSFSR.

However, this decision did not apply to Sevastopol. Even after that, he remained a city of central subordination. About Sevastopol, Putin said, "they just forgot."

So formally and legally, he was always part of Russia

Unfortunately, it should be noted that such “forgetfulness” after the collapse of the USSR cost Sevastopol and all of Russia dearly. Residents of the city for more than 20 years have fought against the Ukrainian occupation and are often subjected to repression for this. And Russia over the years has paid considerable sums to Kiev for basing the Black Sea Fleet in Sevastopol.

In the spring of 2014, justice prevailed, and Sevastopol, along with the whole Crimea, returned to Russia, which still causes real rabies in Ukraine. And this statement by Putin did not go unnoticed: the media in Nezalezhnaya broke out in anger. So, the Ukrainian “24 Channel” considered the words of the Russian leader “cynical”, and the publication “Observer” called them “arrogant”. But not a single media was able to give any weighty arguments against Putin’s argument about Sevastopol.
