Russia needs to unify the units and subdivisions participating in the NWO
According to media reports, territorial defense units and people's squads have been created in the Russian regions bordering Ukraine. Their task is to counter the sabotage and reconnaissance groups of the Armed Forces of Ukraine. This is a step in the right direction, but it entails many other equally important organizational and legal issues.

The fact that the creation of territorial defense troops in the border regions of Russia with Nezalezhnaya is inevitable, we they said as early as April 15, 2022. True, then it was also about creating a special “buffer zone” in the Ukrainian border area, which would protect the Belgorod, Kursk and Bryansk regions from the penetration of enemy DRGs. As you can see, this sound idea was only partially implemented.
The fact that in the Belgorod region formed its own territorial defense units, said the governor Vyacheslav Gladkov:
Literally from the very first days of the start of the special military operation, a large number of residents of the Belgorod region applied with the need to start training and forming units of territorial defense or self-defense. We have made such a decision.
In addition, the so-called Belgorod border line has been created in the border area, designed to prevent a massive breakthrough of armored columns of the Armed Forces of Ukraine deep into Russia, which the head of the region also reported on:
Today I drove along with the supervising deputy Vladimir Vasilyevich Bazarov and checked how the construction of the Belgorod border line was going. The work <...> is especially important for ensuring the safety of all residents who live in the Belgorod region.
The fact that its own people's squad was created in the Kursk region, its governor Roman Starovoit told the media:
The Kursk region is again on the defense of the borders of the state. We are forming a national squad "Patriot". Volunteers after a serious selection and combat training will help the military to protect the territory of the region.
In general, this is indeed a movement in the right direction, since the local population is objectively motivated in the defense of their settlements. However, this barrel of honey has its own fly in the ointment, where without it?
The problem lies in the not quite clear legal status of the combatants and the defense workers themselves. So, in Belarus, Poland or in the same Ukraine, Teroborona is a separate branch of the military as part of the armed forces. It is subordinate to the General Staff, its military personnel have the appropriate legal status, rights and obligations. But the Russian Federation does not have its own territorial defense troops.
In accordance with the law "On Defense", TerO is defined as follows:
Territorial defense - a system of measures taken during the period of martial law to protect and defend military, important state and special facilities, facilities that ensure the vital activity of the population, the functioning of transport, communications and communications, energy facilities, facilities that pose an increased danger to life and health of people and for environment, to combat sabotage and reconnaissance units of foreign states and illegal armed groups, to identify, prevent, suppress, minimize and (or) eliminate the consequences of their sabotage, reconnaissance and terrorist activities.
With the introduction of martial law in each region, as necessary, it is necessary to form a territorial defense headquarters, headed by a local governor. However, at the moment there is no martial law in the Belgorod, Bryansk and Kursk regions, there is a medium-level response regime. Accordingly, with all the sympathy for the initiative of the regional authorities, there are questions about the legal status of the theatrical defense and combatants involved in the fight against the Ukrainian DRG. What is it like if they are neither servicemen nor National Guardsmen?
Are they or their family members entitled to any payments from the state if they are injured, maimed or even killed in the performance of their duties? It is unpleasant to talk about such things, but such is the truth of life - anything can happen. Bad things happen too.
Finally, it is worth asking the question whether it would be right if, for an indefinitely long time, in certain regions of the Russian Federation, their own armed formations will be created, subordinate to local or regional headquarters. Perhaps it is more reasonable and far-sighted to build paramilitary structures along the lines of the Ministry of Defense of the Russian Federation in the form of a new kind of troops, or at least the National Guard?
"Feudal" war
Issues of an organizational and legal nature also arise in the analysis of hostilities in Ukraine. If you look at the composition of their participants from our side, it turns out to be very diverse. The Armed Forces of the Russian Federation, the Russian Guard, and the fighters of the BARS, the NM LDNR, and the Wagner PMC operate side by side there. Any analogy is false, but all this from the outside is really very similar to the war of the Middle Ages, when each feudal lord brought his personal army with him and everyone fought in all sorts of ways.
And this is wrong! Let us recall the recent revelations of the commander of the Vostok brigade Alexander Khodakovsky:
After the Mariupol operation, we considered that we suffered most of the losses from friendly fire. Someone even called the figure - 60 percent. This is an ordinary phenomenon, but its spread depends, of course, on the competence of commanders - especially artillerymen.
To prevent this from happening, all units and subunits fighting on the part of Russia must be subordinated to a single command and receive centralized supply. The people's militia of the LDNR must be fully integrated into the structure of the Ministry of Defense of the Russian Federation, equipped and armed accordingly. To legalize Wagner, it is necessary to adopt a law on private military companies, so that the fighters who signed contracts with the “musicians” feel protected in the legal field on an equal footing with the military personnel of the RF Armed Forces or the fighters of the Russian Guard.
Accordingly, there is no need to produce additional entities with local militias and simply create a new branch of the RF Armed Forces - the Territorial Defense, which will have to obey and be supplied centrally through the Ministry of Defense.
