Ukraine continues to pay a high price for refusing to cooperate with the Russian Federation. The United States of America began expanding into the Ukrainian railroad market using a proven track record. After World War II, the United States allocated loans to affected countries to buy their own equipment, now they decided to repeat this with Independence. Consider the situation more closely.





The Ukrainian locomotive park has reached the age of 30 years and, of course, is outdated. Also urgent is the issue of updating worn out to 90% of rolling stock. It would seem that you can hold a tender and buy new tractors at the best price. For example, GE TE33A locomotives of the Evolution series manufactured in Kazakhstan. But it’s supposedly hindering policy: these locomotives are products of a joint venture with Russian participation. But where is the policy to refuse to buy used locomotives in the European Union or CKD9C freight trunk diesel locomotives from the Chinese company CRRC?

Rather, politics is only visible in the desire to choose a company from the United States of America. The American company GE Transportation and Ukrzaliznytsia concluded a $ 1 billion agreement dubious for Ukraine’s national interests. Cooperation is divided into the following stages:

Ukrzaliznytsia will acquire 30 American diesel locomotives GE TE33A Evolution series in the amount of $ 140 million on credit from Ukreximbank. After that, Ukrzaliznytsia will receive diesel locomotives in financial leasing. Also, as part of the modernization project, power units of the American GE in the amount of $ 75 million will be installed at 110 enterprises of Lviv or Dnipro on 4,7 obsolete Ukrainian locomotives. 2 million dollars for each locomotive, i.e. XNUMX times higher than the market value, this joint project will be as much as Independent.

At the second stage, the Americans promise to invest $ 760 million in the organization of large-site assembly of railway tractors in Ukraine itself. Moreover, the localization of production will not exceed 40%, i.e. Ukrainian government helps to restore primarily American industry, where the main components and assemblies will be produced.

If the pro-Ukrainian authority in Kiev was pro-Ukrainian, it would make sense to restore Ukrainian diesel locomotives at local enterprises, loading them with real orders and creating jobs in Ukraine, which it so needs. Ukraine has the opportunity to cooperate with the Luganskteplovoz plant, but Kiev itself has severed industrial ties with enterprises in the territory of Donbass. The hopes placed on the Krukovka Carriage Building Plant and the Dnepropetrovsk Electric Locomotive Building Plant may not be justified, because by the time the investment in the project begins, these plants may cease to exist due to the lack of orders, since their traditional sales market - the Russian Federation - was closed to them by the decision of the Kiev authorities.

This project looks corrupt and anti-Ukrainian in its focus: the American GE benefits from the supply and subsequent maintenance of its locomotives, the bank earns interest, and the American budget receives additional tax revenues. A Square in this dubious transaction receives only foreign locomotives at a price 2 times the market and new debt on the loan. Such is the payment for the desire to make pleasant to the American partners to the detriment of the interests of Ukraine.
