On March 1, 2018, the next message from President of the Russian Federation Putin to the Federal Assembly is expected. Ministries and departments are already bombarding the Presidential Administration with proposals to improve the life of Russian citizens. It is expected that the "March decrees" may embody a series of new presidential decrees. Some experts are already inclined to announce this Message as a new version of the May Decrees. Let's try to figure out what we managed to translate from the May 2012 presidential decrees and what not.



The decrees of May 2012 promised an unprecedented increase in salaries for state employees, the creation of 25 million high-tech jobs, the growth of labor productivity amid an increase in investment in the country's GDP, and the improvement of Russia's position in the international Doing Business ranking.

How successful they are is not easy to judge. Official estimates of the degree of their successful completion range from immodest 76% to super-optimistic 94%. Skeptics may doubt that millions of high-tech jobs have been created in our country over the years, but we have to admit that they managed to create a number of albeit low-tech, but high-paying jobs on the boards of Rosneft, Gazprom, RosNANO and a number of other state corporations. The justification of the bureaucratic apparatus is only that until the end of the execution of a number of instructions there are still deadlines, up to 2020 inclusive.

A proven team of professionals is working on the current theses of the Message: Alexei Kudrin, Elvira Nabiullina, Anton Siluanov and several other prominent specialists in the field economics. These specialists realistically evaluate the results of their activities in government circles for the Russians, therefore they clearly indicate priorities - the fight against poverty. The Ministry of Finance suggests reforming the social support system in the country and moving to targeted support only for those who really need it. It can be assumed that to get support from these people you need to be completely at the bottom of your life. Naturally, the next “budgetary maneuver” in the proposals was not without its benefit, as Alexey Kudrin was noticed among the creators.

The authors of the theses admit that after 6 years the situation in the economy has deteriorated so much that the budgets of the regions and the federal simply cannot cope if the “March” ones are analogous to the “May” ones in scale. The ingenious economists see a way out in taking more revenues from profit tax from the regions to the federal budget and distributing it at their discretion. There is no doubt that in some regions of Russia, with a special attitude of the Kremlin towards them, the proceeds of redistributed funds will be all right. Obviously, life in Russia in the coming years will be difficult, but it is good that at least not for everyone.
