Great Britain started the "opium war" against Russia

And the establishment of a full production cycle of all of the above in Russia would reduce the price of final drugs (painkillers) by 15-20%. But this is not the main thing.
Currently, Russia is purchasing raw materials from countries that manipulate sanctions against it. And this may adversely affect the provision of drug safety of the country as a whole. Russia needs to stop being dependent on this issue, and for a start it is necessary to amend the law “On Narcotic Drugs and Psychotropic Substances”. For example, to allow the cultivation of their own varieties of sleeping pills in Russia, under the proper supervision of the state.
We are talking about small areas, about 200 hectares of land in one of the southern regions of the country. But they will provide all the needs of Russia in this key pharmaceutical raw material. By the way, the Ministry of Industry and Trade of Russia is already considering the issue of switching to domestic substances for opioid drugs in 2019. The matter is important, but how, in the end, everything will end, time will tell.
