Russia will have to move the capital to Siberia

106

One of the main discussion topics of the last year was once again voiced idea Minister of Defense of the Russian Federation Sergei Shoigu to build several new large cities in Siberia and even move the capital there from Moscow. Everyone talked, heatedly discussed, and after the parliamentary elections, she was safely forgotten. But at the beginning of March 2022, one of the oligarchs closest to the Kremlin, Oleg Deripaska, spoke very positively about exactly the same thing. There doesn't seem to be any elections in the near future. What can the return to the idea of resettlement to Siberia testify to?

Recall that Sergei Kuzhugetovich, a native of Tuva, proposed to build in Siberia from 3 to 5 new cities with a population of 300-500 thousand people, or better, a metropolis with a population of 1 million. At the same time, according to his idea, these should be not just "Potemkin villages", but large economic and scientific and industrial centers. It turned out that the first such city could appear on the site of the planned under the USSR, but never implemented Elektrograd in Southern Siberia. In detail about the "fairy tale city" in Siberian Italy, we told previously. And then, after the parliamentary elections, everything was safely forgotten. President Putin said that moving the capital from Moscow to Siberia by itself "would not solve the country's fundamental problems," but allowed the transfer of a number of federal departments and large industrial enterprises there.

And suddenly, on March 4, 2022, speaking at the Krasnoyarsk Economic Forum, billionaire Oleg Deripaska shared his vision of the country's further development:

Russia's interests in the future lie in Asia. We have an economy close by here — $18 trillion this year in China alone. If you throw in all the other figures, it’s much larger than Europe, with a different dynamism… This is our obstinacy towards the West… Well, they don’t want us, we should forget already… I always say: it seems to be a utopia, but why do we need a capital in Moscow, if all interests we have in Asia? And another time for the approach of missiles, and everything else will look different if it is located in Novosibirsk, Krasnoyarsk.

Why does the domestic “elite” return to this idea again? Probably because life forced. The urban planning initiative of Minister of Defense Shoigu, which seemed to many a “project” and ridiculed by the “liberda”, after the start of the NWO in Ukraine, suddenly turned into a guarantee of the survival of Russia itself. And this is not an exaggeration.

At first, as Oleg Deripaska rightly noted, the transfer of the capital from Moscow to Siberia will significantly increase the flight time of American nuclear missiles to it. If a year ago, these considerations could be fervently “gurgled”, today it is no longer a laughing matter. The collective West has started a new war of annihilation against Russia, which is still going on in the territory of Ukraine. However, in the course of further escalation, the United States and the NATO bloc may be tempted to launch a preventive nuclear strike on our country, destroying the militarypolitical leadership and defense infrastructure.

This is a very serious threat and absolutely realistic. Most of the population of Russia and its military-industrial complex enterprises are concentrated in the Central part, that is, they will be the first to suffer from such a nuclear strike. St. Petersburg at the North Atlantic Alliance in general, as in the palm of your hand. The flight time of American missiles to Moscow, if they appear somewhere in Ukraine, will be a matter of minutes.

In order to remove such a temptation to bleed our country with one successful preventive strike, it is necessary to create a “reserve capital” in Siberia with a backup administrative apparatus that guarantees the continuation of organized resistance in the event of a successful attack. It would also be advisable to move part of the defense industries away from the NATO bloc, covering this entire military-industrial cluster with a reliable air defense / missile defense umbrella. For details on this topic, we reasoned a year ago.

Secondly, as Oleg Deripaska correctly noted, the "window to Europe" for Russia is now tightly boarded up on the other side. All domestic oligarchs in the West were purged overnight, the gold and foreign exchange reserves of the Central Bank were stolen from the country. The US and the EU intend to refuse to purchase Russian hydrocarbons, and in fact they will refuse, in the medium term. Alternative sales markets are needed, and the region of Southeast Asia seems to be the only sane alternative to Europe.

But for this it is necessary to change priorities not in words, but in deeds, developing infrastructure in the eastern direction. As Deripaska lamented, “we cannot move further than Bratsk,” suggesting that we actively build beyond the Urals. We must build!

Thirdly, you should be aware that in the South-East it is also not smeared with honey. For survival and successful development, Russia needs its own integration project in the post-Soviet space, as well as internal colonization of its undeveloped territories. And do not say that there is no money for it. The construction of new cities means not only trillions of federal budget expenditures, but also trillions of dollars of investment in our own economy: in metallurgy, in the production of building materials, in the road sector, and so on.

Siberia is large and extremely rich in resources, but no one will just move there. An adequate urban planning and migration policy is needed that will solve the problem of depopulation of our Siberian and Far Eastern regions due to internal migration from Central Russia, as well as due to compatriots who will be ready to return to their homeland from the countries of the Western world, which suddenly became hostile to them.

It must be assumed that after February 24, 2022, the idea of a new colonization of Siberia and the transfer of the “reserve capital” there from the project has every chance of becoming a reality.

Reserve capital - that sounds good.
Moscow can remain a symbol of Russia. But to duplicate the important institutions of the state beyond the Urals is quite a normal idea.

In order to duplicate critical control systems, you do not need to shout to the whole world and present it as a breakthrough solution.
The evacuation of the capital is a signal to neighboring states that we are finally losing to the States, and they can look for a new leader there. Remember Kazakhstan.
Then, perhaps, a place for New Moscow will have to be found on permafrost.
To the laughter of enemies and the whole world.
Now that would be complete and well-deserved isolation.

I didn't talk about the evacuation of the capital. And this is not mentioned in the article. It was about the "reserve capital". With duplication of all important institutions of the state.
Security and stability of management are the most important parameters of the life of the state.
At one time, the transfer of the capital from Petrograd to Moscow was caused precisely by these circumstances. As well as the move of the most important people's commissariats to Kuibyshev.
Why build on permafrost - I do not know. There are a lot of cities that stand on quite solid ground.
It's not such a "funny idea". At one time, the capital of Brazil was moved from Rio de Janeiro. This contributed to the development of the country's interior regions.

With duboirovanie all important institutions of the state.
Security and stability of management are the most important parameters of the life of the state.

How can one "duplicate" Putin, Mishustin? And what about their control apparatuses, and all the links of the vertical? How will the "duplicated" apparatus get along with the existing one?
Or do you want to duplicate only armchairs and computers to Siberia?

At one time, the transfer of the capital from Petrograd to Moscow was caused precisely by these circumstances. As well as the move of the most important people's commissariats to Kuibyshev.

So all the same - duplication or transfer (evacuation)?

Why build on permafrost - I do not know. There are a lot of cities that stand on quite solid ground.

You take the promising critical flight time of missiles (at Shatov on the threshold of hypersound) and look at the map - where will the search area for a place for a "duplicate" city be, say - from the border of Kazakhstan, Mongolia?

At one time, the capital of Brazil was moved from Rio de Janeiro. This contributed to the development of the country's interior regions.

How much time and effort did these processes take. Year? Two? Ten? Fifty? Hundred?

Duplication is not only chairs. These are communication systems. Yes, including computers. Have you heard anything about reserve command posts?
The transfer from St. Petersburg was carried out in an emergency manner. And in conditions when the government of the country was violated. But the threat to the capital was the defining moment.
Last year there were reports that a number of company headquarters were moved from Moscow to their areas of operation. This led to a change in the financing of the regions. In any case, it is not practical to concentrate all control systems in one place.
How long did it take? Let's say ten years. And what, somewhere it was said that this should be done within a month or a year?

The idea is quite normal. And most likely it will be done. Not right away. How many years will it take. And it is not necessary to build a new city. You can use existing cities. There is also a military component. Moscow is covered by the missile defense area. The same area will have to be built for the second capital. Under the ABM Treaty, you can have only two ABM areas. One is in the area of the capital, the second is in the area where launchers are located. But the States themselves withdrew from this Treaty. So we will have to create another missile defense area.

This is your abnormal thinking, if the capital moves, then people like you will be moved away from the trough. It's in your head that it just can't fit.
As for the so-called Elektrograd in Southern Siberia, it is located in the Minusinsk Basin and the climate there is like in the foothills of the Caucasus. Under the future city in the late 80s, all the infrastructure for factories and new microdistricts of a big city was made there (not like Moscow, of course, but there was talk about the level of Krasnorsk or Kemerovo), even some enterprises were built. But after the collapse of the Union, everything was plundered and stolen, but the funny thing is that all these laid communications (including electricity, water, roads) are serviced and in working order, and the Sayano-Shushenskaya HPP is not even half loaded, but much less. And all this was done with a large margin in terms of capacity for future facilities. Obviously knowing all this (and Shoigu at one time worked in Sayanogorsk and Abakan, and it’s already very close 15-20 km, Minusinsk is located on the other side of the Yenisei, though in the Krasnoyarsk Territory, and not in Khakassia) and this place was offered almost ready, but unused infrastructure. If you ask the builders, you will be surprised at the amount and time frame for building such infrastructure elsewhere, even if it is integrated into any city: Novosibirsk, Krasnoyarsk (as the author wrote). Moreover, the stronghold of the development of energy in the Russian Federation is, oddly enough, the Novosibirsk State Technical University (NETI), on this occasion there was a decision of the government of the Russian Federation to develop science by industry.
Well, this is so briefly about this project, which our Minister of Defense suddenly remembered.

There is no point in building the capital from scratch - numerous examples of Brazilians and Chandigarhs have shown the unviability of this idea. The capital must be moved to an existing large city. And this will not indicate any isolation or loss, because the need for such a transfer was obvious before, but the desire of bureaucrats to be closer to the adored and invested Europe obviously outweighed

The capital of any state is one of the historical "braces" that work based on the historical path traveled by the country with this capital.
Moscow is the capital with which Russia got back on its feet in the 20th century, won the 2nd World War over fascism.
Moscow is a symbol of all the victories of the glorious Soviet Union, which gave the world hope for a bright future for mankind.
This is a symbol of strength not only for us, but also for our potential friends and enemies.
If we want to build our future on our recent glorious past, Moscow and its status are the last thing to touch.
In the eyes of the outside world, it will be so - Russia has "sinked" to the transfer of the capital

In addition, it takes more than one decade to build even a small full-fledged city, and not a factory village. City-forming enterprises with a wide range of jobs are needed.
For people to live in it, the city must be alive. This usually happens naturally, and not urgently, according to orders from above.

Should I take your word for it? So what are the businesses? In addition to the service sector and hotels?

US President Donald Trump intends to deprive federal funding cities such as New York, Washington, Seattle (Washington) and Portland (Oregon), whose authorities do not prevent "anarchy, violence and destruction." The corresponding memorandum of the American leader was distributed on Wednesday by the White House.

Washington sits on federal funding. That is on the budget. This is especially true of the federal government, which sits entirely on the budget.

This is not entirely true. It is necessary to read not "financing", but incomplete subsidizing. Almost all cities and states receive money from the federal budget for road construction, education, assistance to the poor, and so on. The absence of these funds will be a blow, but in most cases it will not stop things. An exception might be, for example, Chicago, where the city borrows money at 9 percent per annum to pay teachers.
These funds are awarded along with a number of conditions. For example, along with school subsidies will come the requirement to carry out certain social programs in schools. Many municipalities in the republican states are trying to refuse this money, because often these conditions are unacceptable.

The city-forming enterprise is not necessarily workshops and pipes, an area of several hectares, and not necessarily one. There may be many of these enterprises. The main thing - jobs in the city and taxes - in its budget.
Lure people to the built city so that they sell their apartments in Novosibirsk, Moscow, Tomsk, St. Petersburg and move to live there, and not be disappointed later.
Try to provide ALL these residents of the newly built city with decent jobs and a decent standard of living - better than where they left from.
Make sure that this city really has a clear, guaranteed future for everyone.
And you will solve the problem.
But not at the expense of the capital of Russia, its international reputation and status.

Head offices are not city-forming enterprises.

Let's take a large firm that makes money in Siberia. But the head office is in Moscow. And taxes are paid in Moscow. This is a robbery of the regions. And if you want to develop the regions, then the head office should be where the main enterprise is located.

An illustrative example. In Ukraine, it has always been argued that the Donbass is a depressed region that exists at the expense of subsidies from Kyiv. All because the head offices were in Kyiv. As soon as the main production was separated from the head office (a headache), the region immediately ceased to be depressive. And the head office turned into an empty place.

Hence the tales of liberal economists about the prevailing importance of money. Which are collected at the head offices. They do not even want to hear about the role and significance of REAL production. Let's say RusAl has its main production sites in Siberia (Irkutsk, Krasnoyarsk, Bratsk). Where power plants are built specifically for them. And the head office was in Moscow (now it seems to be re-registered in Kaliningrad). So where is the city-forming enterprise located? And how much money did Siberia not receive, because the capital took it, then Deripaska brought everything to the West and blocked it there?

Once again my opinion. In no case can head offices be city-forming enterprises.

Once again my opinion. In no case can head offices be city-forming enterprises.

The point is in your narrow understanding of the term "city-forming enterprise", in the fact that all enterprises that form jobs sufficient for employment of the population and deduct a sufficient amount of taxes to the city budget are city-forming IN ESSENCE, if they are stable and durable. But this "stable and durable" if you please provide your new city. Otherwise he will die very soon

And how much money did Siberia not receive, because the capital took it, then Deripaska brought everything to the West and blocked it there?

I consider this to be manipulation. And if there is a region in the Far East, which was also "robbed" by the capital, would you suggest moving the capital there? For her punishment and restoration of justice. But what about "robbed" Siberia? What about other regions?
There is no need to appeal to the negative feelings of the regions towards the capital. The glorious city and the thousand-year-old capital of Russia have nothing to do with it.
At what - the power sitting in this city, concentrating in its hands the finances of the country and running business in it. It is necessary to make claims against it and demand a change in the situation.

"What does it have to do with" not the local authorities, but the center, which pumps out resources from the outskirts, and then finances the regions from its bounties.
And not the local authorities are to blame, but specifically the center. There should be several centers of power in the state. Then it will be a stable state.
Peter has been the capital for almost 200 years. But for all these 200 years, Moscow was also the capital. If there are several centers of power, then this will only increase the stability of the state. 1812 is an example for us. Napoleon went to Moscow, only one corps went to Peter. Remember the 90s. Why then was the question of the integrity of the state? Connectivity of regions was destroyed. I remember checkpoints between districts and regions within the country.
Type in Pereslegin's "transport theorem" into the search engine. Now the Russian economy is divided into two clusters. Incidentally, this is precisely why the Power of Siberia-2 gas pipeline, I believe, should be a priority. As well as transport communications between the East and West of the country.
It is necessary to link economically the two regions of the country. And the second capital will not be superfluous at all.
Of course, there is a risk of gaining autonomy in the future. But if we connect economically the East and West of the country, reduce transport resistance, then the third capital in the Far East (Moscow and St. Petersburg remain the capitals) will not be superfluous at all. In any case, this will increase the stability of management specifically at this difficult stage.
Judge for yourself. The country's population is from 120 to 140 million people (I don't know exactly and give approximate figures). Do you think it's normal that more than 10% (maybe 15%) of the population lives in just two megacities? And both are within reach and a potential enemy.
PS A little specific humor. There is a good story by Mgel Oero Silva "When I want to cry, I don't cry." "There are some considerations about the stability of the state

I read that it was created as a provincial capital. And quite a successful city. In any case, I did not see much criticism.

The government is a major employer in Chandigarh, with three governments located here: the Chandigarh administration, the Punjab government, and the Haryana government. A significant portion of Chandigarh's population is thus either employed by one of these governments or have already retired from civil service due to age - for which reason Chandigarh is often referred to as a "pensioner's paradise". There are about 15 medium and large enterprises here, including two in the public sector. In addition, there are over 2500 small businesses registered in Chandigarh. Important industries are the production of paper, the production of base metals and alloys, and mechanical engineering. Other industries are related to food, sanitary ware, automotive parts, machine tools, pharmaceuticals, and electrical appliances.

The main occupation here is trade and business. In addition, organizations such as the Punjab and Haryana Palace of Justice, the Institute of Graduate Medical Education and Research (PGIMER), the developed IT industry in Chandigarh, and more than a hundred public schools provide employment opportunities.

There are offices of four major trade organizations in Chandigarh. These are the Associated Chambers of Commerce and Industry (ASSOCHAM India) located in Sector 8, Chandigarh, the Federation of Indian Chambers of Commerce and Industry (FICCI), the PHD Chamber of Commerce and Industry, and the Confederation of Indian Industrialists (CII), whose local headquarters is in Sector 31, Chandigarh.

Chandigarh IT Park - known as Chandigarh Rajiv Gandhi Technology Park - is the city's attempt to break into the world of information technology. The developed infrastructure of Chandigarh, proximity to Delhi, Haryana, Punjab and Himachal Pradesh, as well as personnel reserves, attract IT companies from all over the country. Large Indian firms and multinational corporations such as Quark, Infosys, EVRY, Dell, IBM, TechMahindra, Airtel, Amadeus IT Group, DLF are establishing their permanent bases in the city and its surroundings.

Seriously?! The transfer of the capital and the positive aspects of this have been talked about for a long time. But the bureaucrats' love for the Europe they prayed for outweighed the need for a uniform development of their own country and, therefore, an approximately equidistant capital from its western and eastern (in our case) borders. As a result, this resulted in a distortion of the development of the European and Asian parts of the Russian Federation, which, among other things, caused an outflow of the population from the Far East and Siberia. And now, albeit out of necessity, but officials will be closer to the eastern regions, which, given our super-centralized nature of power, will benefit these regions

The transfer of the capital is too cumbersome and expensive a tool to make officials work well. Don't you find?
It's like scratching your right ear with your left foot. And still you will not find a place for the capital, where everything will be fine.
It is necessary to solve a specific problem, and not look for a golden pill from it. Instead of moving the capital, it is necessary to engage in a reasonable decentralization of power, to distribute officials over several control centers.

Well, formally, in countries with developed meritocratic governance, it would really be too cumbersome. But in OUR conditions, with the over-centralization of management ("autocracy") natural for a resource-rental empire, the transfer of the capital (and evenly periodic) is a REALISTIC way to develop regions and eliminate distortions of territorial development. The idea is normal. But, everything needs to be done on time, and before "that", and not "when the thunder strikes." And if only "duplication" does not turn into window dressing, another cut of the budget and an increase in the number of officials at times. There are more of them in those same "times" than the entire Russian army.

Indeed, why "transfer" the capital, or "duplicate"?! When is it much more reasonable to simply create reserve state institutions and distribute them among different cities?! Not concentrating! All in one - this is in Moscow, and reserve ones, while functioning constantly - with modern means of communication - can be created anywhere without the slightest problem for effective management!

Ideally, it would actually make more sense. But the reality of Russia is over-centralization, i.e. officials (above all) should be as close as possible to the sovereign in order to work efficiently. You can send to the regions only structures that do not mean anything in the Russian Federation, such as the Constitutional Court))), but the really existing departments will have to be close to our tsardent;)

Not at all, if you do not build the capital from scratch, just move it to a large Siberian city, for example, Novosib, where almost everything for the capital's activities already exists. Of course, investments will be required, but at least they will not go to bureaucratic villas in Europe, but to improve Novosib, which is in dire need of it, and moving the capital there will greatly help.

    Well, about the capital:
-Better, for example, to take the transport min and relocate somewhere for a couple of years to some Alapaevsk.
I give a tooth during the year the city will acquire a network of roads, railways, automobiles.
Then the ministry should be moved somewhere else. And so every 2-3 years.
And bring agricultural mines to the Orenburg region for a couple of years, then to the Bryansk region, the Ivanovo region ... and so on.
Minister of Health to the Kursk region for a couple of years along with the apparatus. And so the Russian land will gradually come to order. Because when you come to a new place, you will have to equip your area of \uXNUMXb\uXNUMXbresponsibility.
And so to do with most departments. And do not let them out of the region of location until they pass the inspection of the work carried out.
And on the ground in towns and villages, the acceptance of, say, repaired roads should be signed by the local authorities together with the population. And the already accepted roads should be subjected to an audit, according to the road maps, to revise the work performed.

1.Deprive the West of the possibility of firing missiles.

    3. China will forever lose the opportunity to occupy the Far East and Siberia.
    4. Natural resources will be more evenly distributed throughout Russia
    5. We will be able to more strictly pursue our policy towards the EU and the USA.

In theory, this should have been done a long time ago. Moscow is overpopulated and dangerously close to the enemy, that's true.
The alternative to the markets of Europe and Southeast Asia must be a huge domestic demand.
To do this, it is necessary to create conditions for the growth of the population, and not imported, not Ilhomzhonov with Zukhra, but Ivanov and Mariy.
Russia has an extremely small population for such a vast territory.
It is necessary to raise incomes, fight against antimorality, introduce censorship, cancel all Western "achievements" leading to depopulation.
To prevent the outflow of money from the country, it is necessary to localize 70 percent of the production of consumer goods, otherwise everything that people earn, they will continue to drain to the West and China.
It should be like this - if you want an imported car - pay a 100% duty, so that how much money you withdraw from the country, you leave the same amount in it.
The same system should be applied to other consumer goods.
The main core of the daily necessary goods should be produced at state-owned enterprises and sold for domestic currency, but at least for coupons, whatever you want to call it. For external payments, there must be a foreign trade ruble.
Only by ensuring the retention of surplus value in the country, it is possible to ensure people's confidence in the future, and only by prohibiting the corrupting influence of the West, it is possible to restore morality, which will lead to an increase in the birth rate.
The western borders of Russia should bristle with the most powerful weapons, primarily robotic ones, so that the mouse does not slip through.
Well, again, I will end with a kind word: Carthage (in this case, the American bases in Europe) must be destroyed.

Russia should also allocate really large sums of money in order to keep brains in the country. Programmers, developers of chips, microelectronics. They will try to lure the most capable to the West with money. We need to counteract this with money too. Just make them rich so that they would stay and work in conditions that are a real challenge. Gather them into teams, those companies who are still on the market. And pump them up with money to the limit, so that the salaries of the brains are higher than the bribery of Western companies. These are strategic investments, even if such expenses are questionable from the purely economic feasibility of cost recovery. The fight for the brains, it can not be overslept. There is money.

For example, not through the allocation of money to companies, but through salaries to the brains directly from the state. At the same time, people will be in the teams of private companies. In other words, the payment of specialists through the state is beyond the capabilities of the companies themselves.

Companies are forced to establish production and development under sanctions. They cannot keep highly qualified specialists, they do not have such incomes. In order to keep brains in the country, they need to be paid big money so that they work not only on patriotic feelings. At least the most capable brains must be kept in the country, in all sectors. Maybe through the appropriate fund. Of course, many schemes for corruption will open here, unfortunately.

The economic sense in the transfer of the capital is in the physical separation of bribe-givers and "bribe-brothers" at a distance. Doesn't solve the whole problem of corruption, but still...

The main thing from the point of view of development is to change the budget policy and the taxation system - now it is “feudal” and stimulates “economic parasitism”: first, the main taxes go to the federal budget, and then each governor begs for subsidies, since they are “hung” on the region's budget expenditures (medicine, education, the Ministry of Emergency Situations, and in general almost all budget expenditures) exceed a multiple of the amount of taxes to the budget of almost any region (except Moscow / St. taxes are paid at the place of registration of offices - i.e. to the budget of Moscow / St. Petersburg)

As a result, that region lives well, the governor of which “begs well” from the supreme. Which has nothing to do with the economic potential and the contribution of the region to the country's GDP (everyone knows who is "enough to feed").

    Feudalism is...

First, as Oleg Deripaska rightly pointed out, the transfer of the capital from Moscow to Siberia will significantly increase the flight time of American nuclear missiles to it.

I wonder what the author had in geography at school? From Montana to Krasnoyarsk is about the same distance as from Montana to Moscow. Flying time is the same. And what, in fact, can change a couple of extra minutes?

Secondly, we need alternative sales markets, and the region of Southeast Asia seems to be the only sane alternative to Europe.

And how does the capital in Moscow interfere with this?

Thirdly, ... The construction of new cities is not only trillions of federal budget expenditures, it is also trillions of investments in our own economy: in metallurgy, in the production of building materials, in road infrastructure, etc.

As the unforgettable Dmitry Anatolyevich Medvedev said, in public procurement, a mouse stands like an elephant. The state is traditionally not the best manager and investor. You can understand Deripaska, saddling such a flow of money ... quickly compensates for all losses in the west.

The topic is sucked from the finger, no one will transfer the capital. Russia is a European country, the imperial hassle will pass. Everything will be fine.

          1. Pershings were not placed in Germany. The Germans were smart enough to refuse because they knew that Moscow would respond not by transferring Moscow, but by placing the same missiles in the GDR, a buffer state
          2. The difference between 6 and 30 minutes is fundamental. At 6 minutes, a retaliatory strike is struck (with what is left), at 30 minutes, a counter strike is carried out, proportional to the strength

Now they are almost friends. The country needs to be developed, who would argue. But not forced. I don’t think there will be many who want to go to explore new lands. Especially in the Asian part of Russia, the climate is harsh. As the Negroes say - Three months of warm winter, and then comes the real one for nine months. In Soviet times, BAM was built, cities were built along the highway. Odin Tynda still looks like something, the rest have already turned from cities into villages. The people from these tuned cities dispersed in all directions. For starters, in order to populate Russia, you need to increase the birth rate. But with this we have a big problem ... I will add one more argument to the "Against" bowl.
The states are actively working on bringing offensive weapons into space. Probably - a matter of a year, a maximum of two.
When this happens, the flight time factor will lose its relevance throughout the planet.
They will have hypersound a little earlier, but it already makes it pointless to try to provide time to decide on a retaliatory strike with the help of distance - such distances, given the political alignment, are no longer in Russia.
Thus, in my opinion, talk about the transfer of the capital for military reasons is meaningless.
You just need to defend the Motherland and its capital, and not look for a safe position on the globe

Speed 300-400 km. per hour will determine the location of the new capital. This will remove a lot of questions for the control system. One night and you are in Moscow. At such a speed, all officials will easily get to Moscow and back, especially since they are now used to riding Peregrine Falcons Moscow - St. Petersburg. The city of Nur-Sultan has changed its name five times. Akmolinsk, Tselinograd, Akmola, Astana and now Nur-Sultan. The last three names of the city are already in the capital status of Kazakhstan. Nazarbayev decided to move the capital from Alma-Ata to Akmola.
I was in the capital of Kazakhstan in winter at the end of February in 2015. Then the capital was called Astana.
I have never been to Las Vegas, I saw this city only on video, but when I saw Astana at night, the night Las Vegas on the video seemed to me a pale picture against Astana at night. The whole city sparkles at night. shimmers with different colors and somehow plays with these lights not intrusively, without irritating the eyes. High-rise buildings from the foundation to the roof over the area of all the walls and from all sides somehow slowly shimmer from one color to another. And this is absolutely all houses. All this creates an incredible spectacle, the illusion of the northern lights in which you are, as it were, inside it.
But in 2015, Astana was only 20 years old. And even then it was a city of millions with a harsh climate, the coldest capital in the world, which moved from warm Alma-Ata to cold Akmolinsk with a population of 200.
And among other things, the capital moved in the mid-90s of the last century. And everyone knows and many remember these nineties, difficult for all the former republics of the USSR.
Nazarbayev was not afraid. And now the people of Kazakhstan (both Kazakhs and Russians) are grateful to him for this. After the events in January of this year, after the pogroms and murders in Alma-Ata.
Everything was calm in Nursultan. Although the population was in suspense, they remained calm.
At least that's what my friends told me.

construction is an opportunity to spend money, instead of accumulating it in bank accounts, where it is frozen. The trade balance surplus needs to be channeled somewhere, why not into infrastructure and construction? These are real, physical objects for the country.

The development of the east of Russia is simply necessary, otherwise we will lose those territories in the medium term. If none of our people lives there, it turns out to be an empty space ...

But all these plans must be supported by demographics. How to radically increase the birth rate? Of course, everyone would like everything to happen within the framework of families, 2-4 children per family. But there are limits here, it will not work radically. Can money be converted into fertility? Maternal capital has shown its limits. More money?

It can start with separate programs, for example, for a year or two, where really big money will be paid for each child. Create a limited time window. Who is thinking of having a child will be afraid to miss this opportunity. If you think you can't do it, money will help. One way or another, Russia should have converted a lot more money into childbirth.

Social advertising, promote fertility. Child, this is your contribution to the future of Russia.

Create orphanages in order to accumulate children who have been abandoned. But those where children will then be models for others in terms of education level and in general.

In the USSR, society was brought up by propaganda, created by an idea. Russia today can also begin to form a new society. This is primarily youth and children. And the idea, the ideology that everyone is waiting for, can be simpler - patriotism, love for Russia, the Russian World. Nothing new.

The propaganda of values can be taken from the past, directly from the USSR, only adapted to the new century. Then they thought about a bright future for all mankind, today you can create the same feeling for Russia. The society that Russia will create, that economy and political model - all this in itself will be that soft power that others, including Europe, can reach out to. Show on yourself.

All of the above is the future of the country, it is the desire of people to have children and families. It's already fertility. There will be no need for humiliating handouts for mothers and feeding the poor.

In the USSR, society was brought up by propaganda, created by an idea. Russia today can also begin to form a new society. This is primarily youth and children. And the idea, the ideology that everyone is waiting for, can be simpler - patriotism, love for Russia, the Russian World.

This is not an ideology, but it is exactly what is needed. That is, the ultimate goal that links the fate of the country with the fate of the world. In the future, people have not come up with anything other than a communist society - probably there is nothing more. The only salvation for humanity from death in many ways. That's all. Ideal target. Determines the motion vector in the present. For now, for us, it is an ideological alliance with China and a course towards socially oriented state capitalism. For China, socialism. For the planet - the re-growth of the "socialist system".
      BUT
Before all this, we will first have to break the “Wishlist” of the States and Britain, which are blocking this road for us and the whole world

Sergey, you are right. A significant part of the functions should be transferred. Most likely, the Federation Council should be located in Novosibirsk or Krasnoyarsk.

The fact that the stolen goods were taken away from the oligarchic thieves is the main joy for the common people. But the fact that the gold is gone is a question for NaIbulina. How long will this rubbish squander the money earned by ordinary Russians. This is a question for Putin.

Yeah, just change our shoes and go ahead ... There is a war with the Nazis and the whole "civilized" world with incomprehensible surrenders of liberated territories, airfields, nuclear power plants, with incomprehensible negotiations with anyone ... What new cities ... No matter how the Nazis come to the Moscow region ... for negotiating ... And the best capital in Siberia would be in Tomsk ... This city is very close and dear to me ...

I think that the idea of moving the entire infrastructure is a good one. The capital should be in the heart of the country, and not near the west. Yes, and officials would do well to freeze a little. Maybe gas and gasoline will become cheaper for their own people, otherwise they are used to selling everything to the West, lining their pockets, and their people pay big money for something that has the same right.

For ICBMs, there is actually no difference whether a thousand kilometers to the east or a thousand kilometers to the west. Only the inevitability of a retaliatory strike with guaranteed mutual destruction can hold the enemy.

Initially, Vladimir Putin spoke about the problem of population migration from the eastern regions to the European part and the need to “stitch together” the country.
    S. K. Shoigu’s proposal should be considered precisely as a solution to the problem indicated by the President - new cities, roads, social and cultural life, education, industry and agriculture, employment, etc., etc.
Neither the president nor S.K. did not propose to move the capital anywhere, such proposals generate political and economic interest of regional and commercial representatives, by analogy with St. Petersburg, which has achieved the status of the second capital and federal payments for representative functions as the second capital, and looking at this, other agglomerations began to claim the title of the third capital and try to acquire at least some kind of federal organizations, or at least their representative offices.

Safety is not determined by flight time, and secondly, recent events in Kazakhstan are due to the fact that about 70% of investments are in Western companies, in comparison with which Russian investments are minuscule, somewhere around one%. Therefore, if the Western “partners” are very impatient and they decide to bring down the economy of Kazakhstan, they will bring down as there is nothing to do, with all the ensuing consequences. This fact determines the policy of Kazakhstan - dodges as much as possible so as not to be between a rock and a hard place. In Kazakhstan, the interests of the Russian Federation, China, the EU and, of course, the United States converge, whose interests are the whole world. Therefore, if anything, the flight time to the same Krasnoyarsk and Novosibirsk will be less than from Poland to Moscow, and Omsk is the hub of the Trans-Siberian Railway, and generally within walking distance at a distance of a gun shot.

So Western scoundrels can or have the right to deliver a preventive nuclear strike on the Russian Federation? But don't we have such a right, if they have come to destroy us more than once? Some stupidity. Yes, we need to ruin the United States already for having climbed into Ukraine and made a reckless Bandera bucket of human waste out of it. London is also not needed by humanity, which means it needs to be leveled. And rightly so, and there is a reason. to do so How many times they attacked our country for the purpose of profit and in fact robbed. Berlin and the lair of the European Union interfere with us, they robbed and killed many people. And if we are simpletons and persuade the West not to touch, then they will not spare us. NATO was not created in vain and someday we will be crushed like kittens if a traitor like Gorbachev appears. And you need to build and develop Siberia, but only have good neighbors, but not NATO members.

Look at what is happening with the northern cities of the Russian Federation and you will understand that it makes no sense to build new ones there, because even those that have been built cannot give their minds ... Look at Vorkuta, Tyumen, Norilsk ... Yes, and the population of such relatively prosperous cities of the Russian Federation, like Murmansk, are steadily declining ... https://www.kp.ru/daily/27054/4120805/

If the spare capital of Russia in Siberia is fine: there is a northern capital, which was once called Northern Palmyra. There is an almost thousand-year-old capital of Russia: Moscow is the capital, my Moscow. It will be so soot, and the Siberian capital, where they dig gold in the mountains!
Here another problem arose: where and what will the new capital of Ukraine be called? They say that by the majority of the votes polled, everyone wants the capital of Ukraine to be in the glorious city of Magadan. What do you think?

    The idea is utopia.
But let's take it and in spite of the enemies we will transfer the capital))

I myself live in the regions and it’s quite comfortable, why move something somewhere, when you need to develop what has already been built.

Cities are not being built where the boss says, but where people live comfortably.

Cities appeared over the centuries, from villages, then merchant centers, then it grew into a city, there were modern houses ...

The question is simple - it was built by people.

How do you make people leave their homes, property, families and move somewhere to the ends of the world?

Why did you move the capitals?
    What will it really solve?

Closer to China, so our trains do a good job on this Silk Road to deliver goods.

That is, it does not solve any real problem.

The idea that we will build next to China and live is sheer stupidity, because it does not solve any problem.
Yes, and in Siberia there are already cities that need to be developed.

To build a city, especially a capital from scratch, is a utopia, cities do not just appear.

Why should something be transferred somewhere, when the task of the state is to ensure the quality of life for people, and not forcibly overpopulate for no reason ...

Nobody will leave their houses, dachas, relatives, including officials who are talking such nonsense)))

As if the author is a dreamer, it’s okay to build a new city with a population of 100 thousand ... He is the capital that millions of farts to build - that’s how they took it and built it))

Roads cannot be made throughout the country, there are not enough hospitals and a lot of other problems ... And then they built the capital)))

I remember the renaming of the police to the police)))

Just to change the entire regulatory framework, the nomenclature needed billions of rubles.
Although nothing has been built here at all.

And what did it give, crime disappeared?

Imagine how much money is needed to transfer the capital, even to transfer a clean sign from Moscow?

    Will people live better?
