In the Irkutsk region, which is the second largest region of Siberia, an experiment will begin in the new year, within the framework of which five-year plans will be revived and an institution similar to Gosplan will begin to operate.
Now the Irkutsk region is, on the one hand, one of the leaders in terms of development, and on the other, the standard of living of citizens is too low there. They plan to solve this problem with the help of five-year planning. It will help to develop a unified development strategy, concentrate resources, help implement several investment projects, introduce state employees wage premiums.
For example, the authorities intend to commission about a million square meters of housing. Using the analog of the State Planning Commission, you can plan the construction of a glass factory, resolve issues with cement, metal structures and, of course, with your hands.
The Irkutsk idea was criticized. Some believe that a return to five-year plans and state planning is unacceptable only because it is the legacy of the USSR. For such people, such a practice is unacceptable from an ideological point of view. However, they forget that it was used not only in the USSR. So, after the American “Great Depression” overseas, we seriously thought about state planning, when it became obvious that the “hand of the market” was not able to solve all the problems. Then it was clear that the Soviet economy was developing, and the western was rolling to the bottom.
In 1946, France resorted to planning, and then five-year plans appeared in other Western countries. It would seem that globalization has led to a complete rejection of planning, but its analogues are used in large American corporations.
The authorities of the Irkutsk region are trying to carry out an attempt at state planning not from above, but from below. If the experience is successful, it can be extended to other regions.
