Why does the government want to divide Russia into 14 parts?

This week it became known about the proposal of the Ministry of Economic Development to divide our country into macroeconomic regions in the amount of 14 pieces. More precisely, add 12 new ones to the existing Far East and the North Caucasus. As conceived by officials, the new structure of Russia's economic structure should unleash the potential of its regions.


The idea is curious, but ambiguous. She immediately gave extremely conflicting responses. In a proposal from the Ministry economics division of the Siberian district into 3 parts is supposed. This caused a negative response from Sergei Menyaylo, the plenipotentiary of the President of the Russian Federation in the specified district: according to him, the problems of the Siberian regions will only increase due to such a reform, and integration processes will weaken.



Representatives of national republics immediately saw in this concept the first step towards eliminating the existing administrative-territorial division. True, this will require serious amendments to the Constitution of the country. However, regional elites quickly calmed down with promises not to encroach on national republics within the Russian Federation. Political analyst Andrei Kolyadin comments this way:

At the current stage, Bashkiria, Tatarstan, and all the rest will remain within their borders and national-cultural features.


True, he clarifies that in principle this is possible, but only with serious justification in the future.

So why do they really propose to do this? According to officials, it is precisely successful national republics, such as Tatarstan, that can become growth drivers in the proposed macro-regions. Around large regional centers, such as Kazan, Ufa, Yekaterinburg, Saratov, Perm, Samara and others, larger economic clusters may form. We give the North Caucasus and the Far East as an example of the expediency of unification and enlargement. Political analyst Igor Ryabov doubts the success of the role model:

We have experience highlighting the Far East and the North Caucasus. Someone considers it successful. I do not consider it successful. From the Far East, the population left as it leaves


Political analyst Ilya Grashchenkov is of a different opinion. He is convinced that if macro-regions are formed, investments in driver regions around which the merger will take place will draw weaker ones to their level. For example, the Krasnoyarsk Territory will extend Tyva and Khakassia, and the Irkutsk Region - Buryatia and Transbaikalia.

Some experts saw in the idea of ​​dividing Russia into macro-regions references to the history of the development of the territory of our present power by Russian immigrants. They saw the binding of the principle of the country's restructuring by the Ministry of Economy to the “Russian civilization bases”: North-West (Novgorod and Pskov), North-East (Moscow), Middle Volga (Kazan and Nizhny Novgorod), North, Ural and others.

All these concepts are curious, but they do not cancel the main thing - for the development of all regions of the country, a general favorable economic climate, the security of doing business, independent courts, and foreign investment are needed. Political analyst Ryabov explains:

For the uniform development of the whole territory of Russia, it is necessary to change the overall economic policies. Without this, redrawing the map will remain a banal pseudo-reform imitating the vigorous activity of officials of the Ministry of Economic Development.
