I strongly doubt that Biden and his administration will "dissuade" Putin and Xi from taking action to return lands they have long considered their property.

Also, why should the Ukrainian Armed Forces enter the territory of Donbass? Well, they will put in prison 500 - a thousand people. So they need to be kept. And the rest of Donbass, it will not be necessary to restore the infrastructure, the population will have to be supported there. No credits will be enough.
