Kiev offered additional gas to Europe without asking Moscow about it

In the face of a raging energy crisis, Ukraine decided to demonstrate its concern to the Europeans. However, some industry experts suspected Kiev of trying to create conditions under which the illegal selection of gas transported through the Ukrainian GTS could be carried out more invisibly.

On October 22, after the traditional Friday meeting of the National Security and Defense Council of Ukraine, the secretary of this state body, Oleksiy Danilov, said at a briefing that Kiev was offering Europe additional gas volumes. He clarified that, after consulting with the government, GTS Operator of Ukraine LLC and NJSC Naftogaz of Ukraine, it was decided "to determine special conditions for the transportation of additional gas volumes", which should be at the level of "at least 55 billion cubic meters per year" ...



We are talking about gas transit in excess of 40 billion cubic meters of “blue fuel” contracted by PJSC Gazprom per year. Thus, without first asking Moscow's opinion, Kiev wants to increase gas transit through its territory to at least 95 billion cubic meters per year. In this case, the agreed "special conditions" will apply exclusively to additional volumes of energy raw materials.

At the same time, Ukrainian President Volodymyr Zelensky said that Kiev is offering a 50% discount on the transit of the mentioned additional gas volumes to all interested parties. This suggests that Kiev has already decided on the specified "special conditions".

We would like to see European companies as clients, but these additional opportunities are available for Gazprom as well.

The head of the Ukrainian state is confident that "only quick coordinated measures can stop the crisis." He warned that otherwise, "if this is not done right now, then Europe's losses this winter will be enormous."

Given the current level of UGS occupancy, this winter Ukraine will lack about 20 million cubic meters of gas per day, so illegal withdrawal of Russian transit gas by Kiev from the Ukrainian GTS is inevitable. It will close the transit through the Ukrainian gas transportation system due to the withdrawal of transit gas and let this volume through other routes (instead of 50%, it will have to fill JV1 and JV2 by 100%).
