The reason for the refusal to develop a Russian super-heavy "lunar" rocket is named
The crisis in the Russian space industry has not spared the domestic "lunar program" either. According to the head of the Institute of Space policy Ivan Moiseev, the project to create a rocket on an oxygen-kerosene engine to deliver the necessary cargo to the moon will be closed.
Work on the super-heavy rocket "Elements of STK" is currently completely stopped due to the excessive cost of the project, but it cannot be ruled out that they will be resumed in the future. Dmitry Baranov, General Director of the Progress Rocket and Space Center, spoke about this.
The cost of developing this entire rocket requires a decade of spending for all space activities.

Later, the idea arose to create a rocket powered by a methane engine. However, if an oxygen-kerosene power unit was developed earlier, and a rocket based on it turned out to be very expensive, then an aircraft powered by a methane engine will require even more costs.
In addition, the rocket under development was intended only to send cargo to a natural satellite of the Earth and is not needed for other purposes. Freezing the program of manned flights to the Moon, calculated until 2025, makes the development of the rocket impractical. At the same time, according to Moiseyev, even if federal funds are allocated for the construction of the rocket, the Russian cosmonautics will not be able to master them due to the lack of appropriate personnel and capacities.
