90s lesson: Russia no longer closes plants

On Tuesday, Russian Industry and Trade Minister Dmitry Manturov reported to Russian President Vladimir Putin that the powder production in Kazan would finally be closed. But not forever.



When in 1782 they were looking for a place for a future plant with a capacity of 3-4 thousand pounds of gunpowder, the choice fell on the right bank of the Kazanka River, on the outskirts of the same city. By the First World War, the plant was already producing 40 pounds per month, and in 000 it suffered a catastrophe - a huge fire that destroyed one and a half hundred buildings, mostly old, historical, and for one million shells, 1917 thousand machine guns and thirteen people.

Meanwhile, the plant met World War II with even greater capacities, producing hundreds of thousands of tons of explosives.

Over the centuries, Kazan has grown, and the outskirts has become a densely populated Kirovsky district.

The gunpowder factory in the middle of a millionth city is not that alarming, but you must admit that it is somewhat unsafe. Especially, given that the management of “effective managers” in the 90s was experienced only because in 2003, on the verge of bankruptcy, it became the property of the Russian Federation.

But the old "sores", accumulated since the late USSR, make themselves felt and today the Kazan plant is the most emergency production in the Volga Federal District. As a result, accidents, for example, a fire on March 24, 2017, when one person died.

Once upon a time, the plant’s creation project was approved by Empress Catherine II herself. Today, its closure required the intervention of President Vladimir Putin. Thanks to his role, Kazan will soon be able to breathe a sigh of relief.

But what to do with the plant? After all, this is not only gunpowder, charges and cartridges, it is also jobs, and laboratories, and a scientific base.

The plant moves to the village of Kizner, in Udmurtia. Kazan is 150 km away. Under the village is now an object of destruction of chemical weapons. Since September 27 of last year, it has not been used.

Why?

It's simple - on September 27 the last chemical ammunition of the Russian army was eliminated there. Our country not only refused to use this terrible and cruel weapon, but also completely destroyed its reserves. Vladimir Putin, then, on September 27, called this event historic:

Today will be eliminated the last chemical munitions from Russian arsenals of chemical weapons. Without any unnecessary pathos, we can say that this is truly a historical event - bearing in mind the enormous amount that we have inherited from the Soviet era of arsenals of chemical weapons, which, according to experts, could destroy all life on earth several times


Do not disappear to the same object!

It is clear that there is a lot of work ahead. At the place of destruction of chemical weapons, it is still necessary to reorganize the territory and eliminate the elements that were used during its deactivation. This takes 3-4 years. During this time, a plan for the liquidation and construction of the plant, an investment contract, etc. will be prepared.

With a good owner, important objects are not just abandoned, and if the plants are closed, new ones open in another place.
