Creation of VSK: why a new megacompany appeared in the Ministry of Defense
On October 18, Russian President Vladimir Putin signed a decree establishing the Military Construction Company (VSK), which will be part of the Ministry of Defense as a non-profit organization. It will include special enterprises and design institutes that will be engaged in the construction of military and social facilities for the needs of the ministry.
Recall that before the accomplishment of the aforementioned tasks the infamous “Spetsstroy” of Russia was engaged in, subordinate to which were dozens of military city-forming enterprises. The latter not only poorly performed their tasks, but also were fertile ground for corruption. In particular, the failure to meet the deadlines for the construction of the Vostochny cosmodrome is connected with this.
When the amount of debts of Spetsstroy reached 100 billion rubles, a decision was made to disband it and transfer the execution of orders under the jurisdiction of the Ministry of Defense. Now the new Russian giant VSK will become the only company responsible for military construction, which will exclude the possibility of "shifting" responsibility.
In addition, up to 2027 billion rubles was allocated to the organization until 1. Therefore, the Accounts Chamber, the Federal Treasury and other financial organizations will now join the control over the execution of orders.
What in the end will our country receive from the creation of a state monopolist?
First, private contractors will be squeezed out of the military construction market. Probably, this is precisely the reason why the Ministry of Labor revised plans to invite foreign specialists for next year. As a result, the number of foreign workers was reduced by a third, which would undoubtedly support the domestic labor market.
Secondly, VSK is a logical continuation of the concentration of key areas of development in the hands of the state. Earlier it became known that all the defense industry complex services were concentrated in the state-owned Promsvyazbank. In addition, the Kamov Design Bureau and the Mil Design Bureau also merge into a single structure. By the end of 2022, the National Helicopter Center will be created on their basis.
All this allows the state not only to save budgetary funds, but also to concentrate efforts on the most important areas of development.
